The police report indicates that both, Phelps and his girlfriend were reluctant to help in the investigation. Some of the actions that indicate his reluctance were his constant attempts to talk over the police and not answer their questions properly. It was evident that he was under the influence.

While he initially agreed to voluntary field sobriety tests, he then became opposed to that idea and proceeded to complain about the manner in which they were administered. The cops then took him into custody.

Phelps talked about how thirsty he was, how he did not know what I was going to do to him because females are the worst, asked me not to kill him, asked me how long it takes to bail out, how long I was the detective and informed me I was Russian.

His behavior did not get any better at the station either. The cops stated that he refused to take a breathalyzer and urinated on himself as he sat on a chair. This incident will be a black mark on the image of the former University of Kansas defensive end, who grabbed the attention of scouts at the combine with his 4.55 second, 40-yard dash. The Cleveland Browns are yet to release an official statement with respect to his arrest.
