He is one of the four Italian biggest mafia families: Syndaccos, Forellis, Ciprianis and Leones. Tommy was initially working for Sonny Forelli, but eventually their relationship breaks and Sonny becomes the main antagonist.

2. Frank Tenpenny (Grand Theft Auto: San Andreas)

Tenpenny is the first person that you meet as Carl Johnson in GTA San Andreas. The saga starts from there itself and it is clear from the cutscene that he is the person to hate in the game. He is an incredibly corrupt police officer who instead of stopping gang violence and drug smuggling, encourages it and does it for his own profit. Tenpenny loves to have power over people and can also abuse it for his profit.

3. Catalina (Grand Theft Auto: III)

Catalina is not only limited to the story of GTA III. Her story and behavior is better explained in GTA San Andreas, where she is the girlfriend of CJ. She is a psychopath and a maniac for burglary. She likes to steal from banks and stores. In GTA III, she is introduced in the game’s very first cutscene, where is betrays Claude. This sets the entire plot for the game, making Catalina the big villain of the game.

Despite being an antagonist, Weston is liked by players because he is a relatable character made by Grand Theft Auto.

Darko Brevic is the most controversial antagonist in Grand Theft Auto series due to how sympathetic he is. Brevic has a very captivating story, seeing some of his loved ones die in the war. He is heartbroken person. He sold out all is comrades for drug money before the events of GTA 4.
