FIA introduced a new pitlane exit rule that aimed at stopping drivers from impeding each other in qualifying, ahead of the Brazilian GP. This new rule has been disregarded by a lot of people and the grid. The rule also caught a lot of drivers off-guard as the rule had some unclarity for the drivers.
The Red Bull boss Christian Horner claimed that FIA was overcomplicating things and causing problems for the drivers. The Briton asked FIA to go back to basics with the rules and find out why the drivers need to do the out laps. He called out FIA to ‘go to the root cause’.

We’re just making it too complicated, There is a rule for driving out the garage, driving in and out of the pitlane. You got to go basics: why are the drivers needing to do these out laps and whatever? Go to the root cause.
Horner said, as reported by motorsport.com.
Horner commented that these problems did not exist 50 years ago, and asked why these problems are being created now. The boss felt that it was critical to understand the core elements at stake so that the issues could be addressed by FIA. Subsequently, he recalled the need to figure out the root cause.
Is it tyre pressure? Is it the tyre temperature? it is something that didn't exist in F1 for 50 years. So why is it an issue now? I think for me, it's looking at the root cause rather than the sticky plasters that keep getting applied.
Christian Horner claimed that teams would try to exploit any advantage by any chance possible
The Briton talked about the possible exploits in an engineering-led sport like F1. Christian Horner claimed that the teams and engineers are so clever that they would exploit any performance advantage available to the team. This is the reason that preparation was so necessary for the team drivers according to Horner.

Subsequently, Horner claimed that there was a certain ‘mystique’ to getting the tire and compound strategy perfectly. The race performance depends a lot on the tire strategy as said by Horner. Finally, The Briton added that there was a lot of effort put into the preparation for the race.
FIA has been introducing a few weird rules and changes to the sport. The majority of these rules are not being supported by the entire grid and FIA is quick to take note of the opposition and act on transposing the rules. Hence, this rule will likely be tweaked by FIA due to the massive backlash.
