Phil Cassidy is the only player in the Grand Theft Auto franchise who is present in every GTA 3D universe game. He is a very funny character, always hyper and always wanting to shoot. Phil is not evil and is a very good friend to Tommy. In the storyline for The Malibu Club assets missions, Tommy has to defeat Phil in the shooting range in order to recruit him for the bank heist. For his last mission, Tommy has to keep his boat safe from the mafia while he takes an exile from Vice City. His final cutscene is the most respectful and heartwarming mission in the game.
