WWE Referees is not only there to count one two and three they do a lot more work than that and have a lot of responsibility on their shoulders as they manage the conversation between the wrestler and the backstage even informing them sometimes they are doing something wrong or not.
WWE Referees not only do this but also see what every WWE wrestler is okay or not after they take a huge bump by putting the fingers in their hand and if they squeeze it then they are absolutely fine and if they can not do that Referee signals the Black X sign which means the match should be stopped.

Why does top rope consider outside by WWE referees?
You have generally seen that WWE referees always start counting when wrestlers get up on the rope and start stopping them and asking them to come down immediately. The reason behind this is the Top Rope or the Ropes are considered as a boundary line and being even touched is not allowed.
Hence if a Wrestler is tough to rope and still has been getting punched then the referee counts to 5 hence giving them 5 seconds to break the contract then they are disqualified. When someone is on the top rope the same rule gets applied and a wrestler should get down before the 5 counts.
But in WWE technically they can get disqualified but nobody is gonna be disqualified for being on the top rope as those moves are very dangerous and that moves can even damage a person’s health which means the count still goes on until both the wrestlers are comfortable with their position to do the supposed spot.
