IPL 2023 new rules- BCCI introduces new Impact Player rule for IPL matches

The Board of Control for Cricket in India (BCCI) has made several changes to the existing rules for the upcoming Indian Premier League (IPL) 2023. There was quite a buzz surrounding the Impact Player rule when it was first taken into consideration. But apart from the Impact Player rule, there are other changes that the teams will follow during the matches.
The captains of both teams will come for the toss with two sheets of paper. After the toss, based on who chose bowling and batting, the two teams will hand down the paper to the referee. The names of the 11 players and the names of five substitute players, including the name of the Impact Player will be written down on the paper.

The umpire will clench his fists and cross his hands above his head to signal for the impact player. Meanwhile, each squad will have 16 players due to the introduction of the Impact Player, for concussion replacement if required, and fielding substitutes.
“(i) playing XI and 5 subs if they bat first. (ii) playing XI and 5 subs if they bowl first. Please tick on the batting first box on the team sheet for your batting first playing XI and vice versa. Depending on the outcome of the toss, the captains will exchange the team sheets accordingly,” the IPL note read.

IPL to have DRS for wide and no balls
Like the inaugural Women’s Premier League (WPL) where a team can go upstairs for the third umpire’s review for wide and no-balls, IPL players can also do the same during the matches under the Decision Review System (DRS).
“Currently, the Player Review can only be for Out and Not out decisions. It can now be used to review wides and no balls. The number of reviews available will be 2 unsuccessful reviews in each innings,” the IPL note read.
Teams will face a penalty if the bowlers don’t finish their overs in the stipulated time. In IPL 2023, the fielding team will be allowed only four fielders outside the 30 years instead of the usual five. This rule has been applied in international cricket also during the T20 World Cup last year in Australia.
Other changes include the power the umpire will have to decide the “unfair” movement by the fielders which in turn will make the delivery of the bowler a ‘dead ball’, plus five penalty runs will be imposed on the fielding team.
